  4. Beat in eggs one at a time until fully incorporated. Gently fold in flour and cornstarch until no dry spots remain.
  5. Pour batter into the prepared pan and bake for about 20 minutes.
  6. For the ganache, heat heavy cream and chopped chocolate in a saucepan until melted and smooth; add salt.
  7. Once brownies have slightly cooled, pour ganache on top and sprinkle rainbow chips before setting.
